Member States, the Commission as well as the EFCA can nominate members of their staff as Union inspectors in accordance with Council Regulation (EC) No 1224/2009. Union inspectors are fulfilling the specific criteria laid down in Commission Implementing Regulation (EU) No 404/2011. Union inspectors are mandated, under EU legislation, to carry out inspection and surveillance of fishing activities in European Union waters, outside the zones under the sovereignty of Member States, and in international waters. To this end, in accordance with the provisions of the said regulation, the names of Union inspectors appear on a list published in the Official Journal of the European Union.
Union inspectors may carry out their duties in the framework of JDPs giving effect to SCIPs adopted by the Commission or international control and inspection programmes adopted by regional fisheries management organisations or in the framework of inspection programmes developed by Member States.
