EFCA support to strengthening Algeria capacity in fisheries control and surveillance
The project named ‘EFCA support to strengthening Algeria capacity in fisheries control and surveillance’ was developed within the framework of the Blue Economy — Fisheries and Aquaculture Programme (Algeria) adopted by the European Commission in Decision C(2020) 7568 of 29 October 2020 on the financing of the 2020 Annual Action Programme for Algeria.
In that context, the European Commission’s Action Document on the Blue Economy — Fisheries and Aquaculture Project provides in its Specific Objective 3 (OS3) that ‘Algeria has the operational capacity to monitor, control and manage fisheries throughout its territory by meeting the definitions and requirements for supervision and reporting to regional fisheries management organizations (CGPM, ICCAT).
Expected results:
Result 1 (R1): The updating of the legal framework, in accordance with international and regional standards (ICCAT/GFCM) for fisheries control and surveillance, is prepared and drafted by the Algerian authorities, with the support of EFCA.
Result 2 (R2): AIS/VMS systems designed to equip fishing vessels are made available to the Algerian authorities and the data are transmitted to the Algerian FMC;
Result 3 (R3): The Algerian FMC is able to receive VMS/AIS surveillance data, and staff are trained to analyse and cross data’s.
EFCA contribution
In this context, EFCA will provide assistance to the Algerian authorities, in coordination with Expertise France, and implement the activities under result R.3.3, in particular technical assistance and advice to:
Duration and regional scope
The duration of the EFCA contract for the implementation of this project is 4 years (1 March 2022 to 28 February 2026). The actions will be carried out in close cooperation with the Algerian authorities and Expertise France as a partner in the implementation.
E-FishMed
A new virtual fisheries control academy for the Mediterranean
In the framework of the international dimension of its mandate, the European Fisheries Control Agency (EFCA) supports and implements the Project “Mediterranean virtual regional training academy on fisheries control and inspection (eFishMed)”
e-FishMed promotes cooperation in the fight against IUU fishing, the implementation of General Fisheries Commission for the Mediterranean (GCFM) and International Commission for the Conservation of Atlantic Tunas (ICCAT) conservation and management measures.
Political and legal framework
The Project is framed in the context of several European Union (EU) policies, namely the Western-Mediterranean Sea basin strategy (WestMED Blue Economy Initiative), the new approach for a sustainable blue economy in the EU and the new agenda for the Mediterranean.
The e-FishMed project is financed under the European Maritime, Fisheries and Aquaculture Fund (EMFAF). The Implementing Decision – C(2021) 3870 final - was adopted on 4 June 2021 and the action is included in the EMFAF work programme 2021 under Priority 4 – Strengthening international ocean governance and enabling safe, secure, clean and sustainably managed seas and oceans.
Duration and regional scope
The Contribution Agreement was signed by EFCA and the European Commission on 15 December 2021, the project started on 1st February 2022 and will last three years.
Algeria, Libya, Mauritania, Morocco, and Tunisia are the Beneficiary Countries (BC) of the project and the initiative will be technically supported by France, Italy, Malta, Portugal, and Spain, as Project Partners (PP). In the future, the project could be extended to other Mediterranean countries.
Objectives
The overall objective of e-FishMed is to conduct specific capacity building activities in the BCs contributing to a better understanding and application of the rules.
The specific objective of e-FishMed is to improve national and regional Monitoring, Control and Surveillance (MCS) systems of BC by setting-up a virtual regional training academy.
An e-learning platform will be at the core of the project, improving the effectiveness of training activities aimed to reinforce knowledge and competences of fisheries control and inspection staff.
Expected results
There are three expected results:

The virtual academy will contribute to harmonising fisheries control and inspection activities and foster cooperation and exchange of best practices between northern and southern Mediterranean countries.
The project will also be catalyst for a stronger cooperation on fisheries control and sustainable blue economy in the Mediterranean region, improving the level playing field for fisheries. Indeed, training of inspectors and development of standardized procedures aim at the equal treatment of operators.
The added value of e-FishMed was also recently recognised in the WestMed Ministerial Declaration dated 23 June 2023 that welcomed the share of expertise and best practices within the e-FishMed project.

THE EUROPEAN FISHERIES CONTROL AGENCY - EFCA - IS A EUROPEAN UNION BODY ESTABLISHED IN 2005 TO ORGANISE OPERATIONAL COORDINATION OF FISHERIES CONTROL AND INSPECTION ACTIVITIES BY THE MEMBER STATES AND TO ASSIST THEM TO COOPERATE SO AS TO COMPLY WITH THE RULES OF THE COMMON FISHERIES POLICY IN ORDER TO ENSURE ITS EFFECTIVE AND UNIFORM APPLICATION.

3. Selection procedure
A. Selection
A selection board is set up for the selection procedure. The principle of confidentiality is enshrined in Article 6 of Annex III to the Staff Regulations, which states that the proceedings of the selection board must be secret. It works in two ways: first, it imposes obligations to ensure equal treatment for candidates; and second, it seeks to protect the selection board to ensure that its decisions are totally impartial.
The selection board adheres strictly to the conditions of admissions laid down in the publication notice when deciding whether or not candidates are to be admitted. Candidates admitted to a previous selection procedure will not be automatically eligible.
The applicants are informed on the composition of the selection board. Interviews are planned to take place around mid-November 2014. Candidates are not allowed to contact personally members of the selection board, either directly or indirectly, in relation to the competition. Any infringement of this rule constitutes ground for disqualification from the selection procedure.
Should the selection board discover at any stage in the procedure that the candidate does not meet one or more of the general or special conditions for admission to the selection procedure or that the information on the application form does not correspond with the supporting documents, the candidate will be disqualified.
The selection board decides on those candidates who are admitted to the selection procedure in accordance with the requirements as specified in the publication notice. The applications of the candidates admitted to the selection procedure are reviewed and the selection board decides on those candidates who are invited to attend for interview. Only short-listed candidates will be contacted.
The interviewees will be asked to undergo a written test involving at least an anonymous qualifying part, a part aiming at assessing the specific competences required for the job and a part aiming at assessing the general competencies required to be an European Union temporary staff.
Following the interviews, a reserve list of suitable candidates will be set up.
B. Reserve list and recruitment
Each candidate interviewed will be informed by letter whether or not he/she has been placed on the reserve list. The validity of the reserve list is up to 2 years from the date of the letter informing the candidate and may be extended. Therefore candidates whose name will be put on a reserve list could be offered a contract during this period of time. Candidates should note that inclusion on the reserve list does not guarantee recruitment. The recruitment procedure is as follows: as and when funds become available, candidates on the reserve list will be considered and the reserve list will be drawn on to fill vacancies. If a letter of intention is issued, the candidate must undergo a compulsory medical examination to establish that he/she meets the standard of physical fitness necessary to perform the duties involved and the candidate must provide original or certified copies of all relevant documents.
The Agency employs Temporary Agents in accordance with the Conditions of employment of other servants of the European Communities, on 3 years' contracts with the possibility of extension for 3 further years and the possibility of a second extension which would convert these contracts into indefinite contracts.
Successful candidates who are recruited undergo an initial probation period of 9 months.
C. Pay and welfare benefits
The pay of staff members consists of a basic salary, to be weighted to compensate the Vigo cost of living and of additional allowances and deductions.
• Basic Salary: There is a basic salary scale for each grade, divided into a number of steps. Staff members progress automatically to the next step every two years until they reach the top of the scale for that grade. The basic monthly starting salary for the first step is 6.350,35 Euro and for the second step 6.617,20 Euro in the grade AD8 (figures in Euro valid as of 1 January 2014 do not include any allowances).
Temporary Agents at EFCA shall be appointed to the grade set out in the notice of the selection procedure they have passed. In accordance with Art. 32 of the Staff Regulations a Temporary Agent shall be recruited at the first step in his grade. EFCA may allow additional seniority up to a maximum of 24 months (which corresponds to one additional step above step 1) to take account of professional experience. Any duly certified professional activity connected with one of EFCA’s areas of activity shall be taken into account. Any given period may be counted only once.
Allowances: In addition to their basic salary, staff members may be entitled to various allowances, in particular an expatriation or foreign residence allowance (depending whether the candidate has left his/her Member State to take up employment with the EFCA), and family allowances (depending on personal circumstances): household allowance, dependent child allowance, preschool allowance, education allowance.
Deductions: Staff pays an EU tax at source and deductions are also made for medical insurance, pensions and unemployment insurance. Salaries are exempt from national tax.
Under certain circumstances, in particular where staff members are obliged to change their place of residence in order to take up employment, the Agency may also reimburse various expenses incurred on recruitment, notably removal expenses.
