Sweden has established a Real-Time Closure (RTC) for Northern prawn fisheries in their waters of The Skagerrak. An inspection has revealed that the amount of juvenile prawns is found to be too high.

During its meeting held in Vigo, EFCA Administrative Board adopted the Annual Report reflecting all the activities undertaken by the EFCA last year.
In 2022, the European Fisheries Control Agency supported the Member States and the Commission in the effective and harmonised implementation of the Common Fisheries Policy (CFP). The activities spanned from the operational coordination of fisheries control across the EU, to tasks related to the international obligations of the Union, and from the assistance to Member States to improve the culture of compliance with the CFP, to the European Cooperation on Coast Guard functions.
These were the main highlights:
In the international dimension of the Common Fisheries Policy, EFCA continued to assist the European Commission in the fight against Illegal, Unregulated and Unreported (IUU) fishing activities, and to cooperate with third countries and international organisations dealing with fisheries, such as Regional Fisheries Management Organisations (namely, NAFO, NEAFC, ICCAT and GFCM).
In the framework of the six-year EU funded PESCAO project, including a component aiming to improve the fight against IUU fishing activities in Western Africa, EFCA continued to provide technical assistance to the Sub-Regional Fisheries Commission (SRFC), the Fisheries Committee for the Western Central Gulf of Guinea (FCWC) and their member countries, in a coordinated manner, using the experience gained in the EU context.
Supporting national authorities carrying out Coast Guard Functions, EFCA led a project assigned by the European Commission to update the Practical Handbook on European Cooperation on Coast Guard Functions, which included the follow-up of the European Coast Guard Functions Academies Network Project (ECGFA-Net) and a dedicated Portal for the EU Coast Guard cooperation with the other maritime Agencies, EMSA and Frontex.
Another important area in EFCA’s work is training, as a capacity building tool. Training activities are crucial to guarantee a fair and equitable treatment to the Union operators. Last year 2 967 officials were trained, including by e-learning.
EFCA’s chartered Offshore Patrol Vessels (OPVs), the Lundy Sentinel, Aegis and, since December 2022, the Ocean Sentinel, provided a robust platform for fisheries inspections. The EFCA chartered OPVs contributed to the implementation of JDPs in the EU sea basins by adding capacity to fisheries control operations outside the territorial waters of the MS. They were also a platform to deploy multinational inspection teams, including inspectors from Third Countries. This promoted transparency, a level playing field for the fishing industry and fostered a good exchange of knowledge and expertise.
In relation to EFCA’s information systems, these ones enabled the collection of data from each Member State providing details of their fishing vessels, catches and other such information. Overall, EFCA received Electronic Reporting System (ERS)-logbook data from 6 109 vessels from 12 Member States and Vessel Monitoring System (VMS) data from vessels, throughout all Member States concerned by JDPs.
The EFCA IMS application was used by a large community of Member States users as a support to fisheries control and activities against IUU fishing.

Belgium has established a new Real-Time Closure (RTC) in their waters of the North Sea for juvenile fish:

The European Fisheries Control Agency (EFCA) is coordinating the fisheries control for bluefin tuna in the framework of its Joint Deployment Plan (JDP). In this context, Member States (MS) and EFCA will pool their control and inspection means to jointly implement monitoring, control and surveillance activities.
In the Mediterranean Sea, 202 purse seiners, 69 flying EU MS flags will be actively fishing for this species from 26 May. EFCA will coordinate the EU fisheries control means towards EU and third country flagged vessels in international waters under the ICCAT Joint Scheme of International Inspection, ensuring compliance with the international and EU legal framework in force.
The joint control, inspection and surveillance activities will be coordinated from EFCAs coordination centre in Vigo with the participation of experts from the eight Member States involved in the fishery.
Overall, inspection and surveillance strategy and daily recommendations will be provided on the basis of the data and information received by national authorities and ICCAT in the context of the Joint Scheme of International Inspection.

La deuxième réunion du comité de pilotage du projet e-FishMed, financé par l’UE, s’est tenue à Madrid le 31 mai 2023. La réunion s’est tenue en Espagne, un des pays partenaires du projet. Le projet e-FishMed mettra en place une académie régionale virtuelle pour soutenir la lutte contre la pêche INN et le contrôle des mesures de conservation et de gestion en Méditerranée, en particulier celles adoptées par la Commission générale des pêches pour la Méditerranée (CGPM) et la Commission internationale pour la conservation des thonidés de l’Atlantique (CICTA).
L’académie virtuelle contribuera à harmoniser les activités de contrôle et d’inspection des pêches et favorisera la coopération et l’échange de bonnes pratiques entre les pays du nord et du sud de la Méditerranée. Le projet contribuera également à créer les conditions d’une économie bleue durable dans ce domaine.
L’Algérie, la Libye, la Mauritanie, le Maroc et la Tunisie seront les bénéficiaires du projet, avec le soutien technique de la France, de l’Italie, de Malte, du Portugal et de l’Espagne. À l’avenir, le projet pourrait être étendu à d’autres pays méditerranéens. Financé par l’Union européenne par l’intermédiaire du Fonds européen pour les affaires maritimes, la pêche et l’aquaculture (FEAMPA), e-FishMed est mis en œuvre par l’AECP et durera jusqu’au début de 2025.
La réunion a été l’occasion d’examiner les progrès réalisés dans le cadre du projet au cours de la première année de mise en œuvre, de discuter les principaux résultats obtenus et de valider le plan de travail du projet pour la période suivante. Au cours du première année, l’AECP a procédé à une évaluation des capacités et des besoins en matière de formation dans les pays bénéficiaires, a élaboré un programme de formation commun/harmonisé et a mis en place la structure et les fonctionnalités de la plateforme en ligne e-FishMed sur la base des besoins et des exigences des futurs utilisateurs.
Le programme de formation commun contribuera à une meilleure compréhension et application des règles grâce à un parcours d’apprentissage commun mis à la disposition de tous les formateurs de chaque pays bénéficiaire. En outre, la plateforme d’apprentissage en ligne e-FishMed sera au cœur du projet et améliorera l’efficacité des activités de formation visant à renforcer les connaissances et les compétences du personnel chargé du contrôle et de l’inspection des pêches.
Les membres du comité de pilotage du projet e-FishMed ont exprimé leur ferme volonté de soutenir le projet et ont convenu que la coopération et la coordination entre tous les acteurs sont essentielles à la réussite de la mise en œuvre du projet.
L’AECP est une agence de l’UE qui promeut les normes communes les plus élevées en matière de contrôle, d’inspection et de surveillance dans le cadre de la politique commune de la pêche (PCP). L’AECP a été créée pour assurer la coordination opérationnelle des activités des États membres et les aider à coopérer afin de respecter les règles de la PCP et en garantir l’application effective et uniforme. L’AECP soutient également les pays tiers dans le cadre de projets de renforcement des capacités financés par l’UE.
La valeur ajoutée des travaux de l’Agence réside dans sa contribution à la pêche durable en renforçant le respect des mesures de conservation et de gestion et dans l’instauration de conditions de concurrence équitables pour le secteur de la pêche.

L’Agence européenne de contrôle des pêches (AECP) a présidé la réunion avec la participation de représentants des pays bénéficiaires (Algérie, Libye, Mauritanie, Maroc et Tunisie), des partenaires du projet (France, Italie, Malte, Portugal et Espagne), de la Commission européenne et du consortium du mécanisme d’assistance WestMed.
