Die Europäische Fischereiaufsichtsagentur ist eine Agentur der Europäischen Union. Der Auftrag der Agentur besteht in der Förderung der höchsten gemeinsamen Standards für die Kontrolle, Inspektion und Überwachung im Rahmen der GFP. Die EFCA erfüllt ihren Auftrag mit höchstmöglicher Fachkompetenz und Transparenz, um nicht nur das nötige Vertrauen und die erforderliche Zusammenarbeit aller Beteiligten zu erreichen, sondern auch wirksam und effizient zu operieren.
Die Regierungen der Europäischen Union einigten sich im Zuge der Reform der Fischereipolitik im Jahr 2002 darauf, die Fischereiaufsichtsagentur zu errichten, um im Fischereisektor europaweit eine Kultur der Rechtstreue zu fördern. Im April 2005 erließen sie mit der Verordnung (EG) Nr. 768/2005 die dafür erforderlichen Rechtsvorschriften. Vorrangige Aufgabe der Agentur ist es, die Koordinierung und Zusammenarbeit zwischen den nationalen Überwachungs- und Kontrolltätigkeiten so zu organisieren, dass die Vorschriften der Gemeinsamen Fischereipolitik befolgt und wirksam angewandt werden.
Der zusätzliche Nutzen der Arbeit der Agentur liegt in ihrem Beitrag zu europaweit gleichen Wettbewerbsbedingungen für den Fischereisektor, damit europäische Verpflichtungen von allen erfüllt werden und alle Akteure des Sektors unabhängig davon, wo sie operieren, gleich behandelt werden. Außerdem trägt sie zu nachhaltiger Fischerei bei, indem sie die Befolgung der Erhaltungs- und Bewirtschaftungsmaßnahmen zum Wohle der heutigen und der künftigen Generationen verbessert.
Sie hat ihren Sitz in Vigo, Spanien.
Der Beirat berät den Direktor der Agentur und gewährleistet eine enge Zusammenarbeit mit den betroffenen Parteien. Der Beirat besteht aus Vertretern der Beratungsgremien, wobei jedes Beratungsgremium einen Vertreter entsendet. Den Vorsitz im Beirat führt der Direktor.
Die Beratungsgremien sind Interessenorganisationen, denen Vertreter der Industrie und anderer Interessengruppen angehören. Zusätzlich zu den sieben nachfolgend aufgeführten Beratungsgremien ist in der neuen GFP die Einrichtung von vier neuen Beratungsgremien für das Schwarze Meer, Aquakultur, Märkte und Gebiete in äußerster Randlage vorgesehen.

The European Fisheries Control Agency (EFCA) is a European Union (EU) body established under Regulation (EU) 2019/473 of the European Parliament and of the Council of 19 March 2019 in order to ensure uniform and effective application of the rules of the Common Fisheries Policy (CFP) by organizing operational coordination of fisheries control and inspection activities by the Member States and to assist them to cooperate.
EFCA also assists the EU in its relations with third countries and Regional Fisheries Management Organisations (RFMOs), in accordance with Article 30 of Regulation (EU) No 1380/2013 on the CFP which establishes that “The Union shall, including through the European Fisheries Control Agency ("the Agency"), cooperate with third countries and international organisations dealing with fisheries, including Regional Fisheries Management Organisations, to strengthen compliance with measures, especially those to combat IUU fishing, in order to ensure that measures adopted by such international organisations are strictly adhered to.”
EFCA is increasingly involved in capacity building activities projects concerning EU Member States and third countries. For this reason, EFCA needs specific external expertise to support its capacity building activities on legal, technical, training and operational aspects.
Moreover, in 2016, the mandate of EFCA was amended and extended to cover the EU cooperation on coast guard functions. The objective of this amendment was to improve cooperation and coordination between the relevant EU Agencies, namely EFCA, the European Maritime Safety Agency (EMSA) and the European Border Guard Agency (Frontex) in order to enhance synergies between their respective services. This allows the three Agencies to provide more efficient and cost effective cross-sector and multipurpose services to national authorities carrying out coast guard functions. In this framework, EFCA will need specific external expertise to support coast guard functions[1] at national and/or EU level, and where appropriate at international level by elaborating guidelines, recommendations and best practices with a view to enhancing the exchange of information and cooperation
EFCA invites expressions of interest with a view to drawing up lists of experts to assist in its capacity building activities and cooperation on coast guard functions at EU level.
Natural persons interested are invited to submit an application in accordance with the rules set out in the notice for the purpose specified. EFCA will draw up a list of experts who meet the criteria laid down in sections IV.2 and IV.3 of the notice.
Through the establishment of a list of external experts, EFCA aims to cover its needs for expertise that may arise in the framework of its capacity building activities and cooperation on coast guard functions at EU level. The information will be removed two years after the year of contract award.
The applicant has the right of access to his/her personal data and the right to rectify any such data that is inaccurate or incomplete. Should the applicant have any queries concerning the processing of his/her personal data, these shall be addressed to the Head of Unit Coast Guard and International Programmes. Moreover, on 15 December 2015, the European Commission adopted a legislative proposal for amending the founding regulations of EFCA and of the European Maritime Safety Agency (EMSA) and for the creation of a European Border Guard Agency (ex-Frontex). The purpose of this legislative proposal is reinforcing the EU cooperation on coastguard functions to improve cooperation and coordination between the relevant EU agencies in order to enhance synergies between their respective services. This will allow them to provide more efficient and cost effective multipurpose services to national authorities carrying out coastguard functions. In this framework, EFCA will need specific external expertise to support coastguard functions* at national and/or EU level, and where appropriate at international level by elaborating guidelines, recommendations and best practices with a view to enhancing the exchange of information and cooperation. The related amendment to EFCA's founding regulation was adopted on 6 July 2016.

The European Fisheries Control Agency (EFCA) is a European Union (EU) body established under Regulation (EC) No 768/2005 in order to ensure uniform and effective application of the rules of the Common Fisheries Policy (CFP) by organizing operational coordination of fisheries control and inspection activities by the Member States and to assist them to cooperate. In order to promote a level playing field and cost-effectiveness in the implementation of the CFP, EFCA assist the common development of projects with Member States and the European Commission. EFCA cooperates and give support in areas such as compilation and analysis of data, risk assessment, and compliance evaluation of the landing obligation. In the framework of the assistance in these projects, EFCA will need specific external expertise necessary to offer an optimal support to the Member States and the European Commission.

EFCA’s calls for expression of interest are a means to set up a list of external experts of natural persons. The external experts will be assigned a particular task relating to the field of the call for expression of interest in question, where that task is to be performed by an external expert.

Europejska Agencja Kontroli Rybołówstwa jest agencją Unii Europejskiej. Misją Agencji jest promowanie najwyższych wspólnych standardów dla kontroli, inspekcji i nadzoru w ramach wspólnej polityki rybołówstwa. EFCA będzie działać na najwyższym poziomie doskonałości i przejrzystości w celu zdobycia niezbędnego zaufania i współpracy wszystkich zaangażowanych stron oraz zapewnienia skuteczności i wydajności podejmowanych przez siebie działań.
Rządy państw Unii Europejskiej zgodziły się uwzględnić w reformie z 2002 r. powołanie agencji, która miała popularyzować wdrożenie kultury przestrzegania prawa w sektorze rybołówstwa w Europie. W kwietniu 2005 r. rozporządzeniem Rady (WE) 768/2005 przyjęto konieczne przepisy. Podstawową rolą Agencji jest koordynowanie działań i współpracy pomiędzy krajowymi organami kontrolnymi i inspekcyjnymi w celu przestrzegania i skutecznego wdrażania przepisów w zakresie wspólnej polityki rybołówstwa.
Wartość dodana działalności Agencji polega na jej wkładzie w kreowanie równych szans dla przemysłu rybołówstwa na szczeblu europejskim, tak aby europejskie zobowiązania były przestrzegane przez wszystkich w równym stopniu, a wszystkie podmioty w sektorze były traktowane w równy sposób niezależnie od miejsca działania. Po drugie, działalność Agencji przyczynia się do rozwoju zrównoważonego rybołówstwa poprzez wzmacnianie zgodności z istniejącymi środkami ochrony i zarządzania z korzyścią dla obecnych i przyszłych pokoleń.
Agencja, we współpracy z Europejską Agencją Straży Granicznej i Przybrzeżnej i Europejską Agencją Bezpieczeństwa Morskiego, w ramach swoich mandatów będą wspierać organy krajowe w wykonywaniu funkcji straży przybrzeżnej.

Европейската агенция за контрол на рибарството (ЕFCA) е орган на Европейския съюз. Мисията на Агенцията е да насърчава най-високи общи стандарти за контрол, проверка и надзор съгласно общата политика в областта на рибарството (ОПОР). EFCA извършва дейността си при най-високо ниво на качество и прозрачност с цел изграждане на необходимото доверие и сътрудничество на всички участващи страни, което на свой ред гарантира ефективността и ефикасността на дейността ѝ.
Като част от стремежа да се утвърди култура на спазване на правилата в сектора на рибарството в Европа правителствата на държавите — членки на Европейския съюз, се договориха да създадат Агенцията в рамките на реформата от 2002 г. През април 2005 г. с Регламент (ЕО) № 768/2005 на Съвета те приеха необходимото законодателство. Основната роля на Агенцията е да осъществява координация и сътрудничество между националните дейности за контрол и проверка, за да се спазват и прилагат ефективно правилата на ОПОР.
Добавената стойност от дейността на ЕFCA се изразява в принос за осигуряване на равни възможности за риболовната индустрия в ЕС, с оглед всички да спазват европейските правила и всички в сектора да бъдат третирани еднакво, независимо къде извършват дейност. На второ място, агенцията допринася за устойчиво рибарство, като подобрява спазването на мерките за опазване и управление в полза на настоящите и бъдещите поколения.
В сътрудничество с Европейската агенция за гранична и брегова охрана и с Европейската агенция по морска безопасност, като всяка действа в рамките на своя мандат, ЕFCA подпомага националните органи, изпълняващи функции за брегова охрана.
