EFCA support to strengthening Algeria capacity in fisheries control and surveillance
The project named ‘EFCA support to strengthening Algeria capacity in fisheries control and surveillance’ was developed within the framework of the Blue Economy — Fisheries and Aquaculture Programme (Algeria) adopted by the European Commission in Decision C(2020) 7568 of 29 October 2020 on the financing of the 2020 Annual Action Programme for Algeria.
In that context, the European Commission’s Action Document on the Blue Economy — Fisheries and Aquaculture Project provides in its Specific Objective 3 (OS3) that ‘Algeria has the operational capacity to monitor, control and manage fisheries throughout its territory by meeting the definitions and requirements for supervision and reporting to regional fisheries management organizations (CGPM, ICCAT).
Expected results:
Result 1 (R1): The updating of the legal framework, in accordance with international and regional standards (ICCAT/GFCM) for fisheries control and surveillance, is prepared and drafted by the Algerian authorities, with the support of EFCA.
Result 2 (R2): AIS/VMS systems designed to equip fishing vessels are made available to the Algerian authorities and the data are transmitted to the Algerian FMC;
Result 3 (R3): The Algerian FMC is able to receive VMS/AIS surveillance data, and staff are trained to analyse and cross data’s.
EFCA contribution
In this context, EFCA will provide assistance to the Algerian authorities, in coordination with Expertise France, and implement the activities under result R.3.3, in particular technical assistance and advice to:
- drafting the terms of reference and specifications for the publication of the call for tender by Expertise France for the acquisition of VMS/AIS tracking devices,
- monitoring and installation of the equipment by the contractor selected under the call for tender, participation (as an observer) in the selection and evaluation committee of the offers received,
- support for the organisation of information sessions for fishing vessels masters, shipowners and local producer organisations,
- the training of the future FMC operators and Algerian trainers in possible synergy with other EFCA projects, such as PESCAO or e-FishMed to promote the sharing of knowledge.
- assistance to the Algerian authorities in legal matters (drafting of legislative and/or regulatory documents).
Duration and regional scope
The duration of the EFCA contract for the implementation of this project is 4 years (1 March 2022 to 28 February 2026). The actions will be carried out in close cooperation with the Algerian authorities and Expertise France as a partner in the implementation.
Qu’est-ce qu’une agence de l’Union européenne?
Une agence européenne est un organe de l’Union européenne distinct des institutions de l’UE telles que le Conseil, le Parlement et la Commission. Elle est dotée de sa propre personnalité juridique. Chaque agence de l’UE est établie par la législature de l’UE afin d’effectuer des tâches techniques, scientifiques ou administratives hautement spécifiques.
Plus de 40 agences de l’Union européenne existent actuellement. L’AECP est l’une des agences de l’Union européenne, située à Vigo, en Espagne.
Pourquoi l’AECP a-t-elle été créée?
Dans le cadre de la réforme de la politique agricole commune (PAC) en 2002, il a été observé que la PCP avait été mal appliquée et que les mesures de contrôle n’étaient pas systématiquement mises en œuvre par les États membres de l’UE. Les pêcheurs avaient le sentiment de ne pas être traités sur un pied d’égalité lorsqu’ils opéraient dans les eaux de l’UE, et se sentaient même parfois discriminés. L’industrie de la pêche demandait le renforcement des dispositifs de contrôle et d’exécution afin d'assurer des conditions de concurrence équitables à l'échelle de l’Union européenne.
En fait, le secteur de la pêche européen estimait que les institutions de l’Union européenne devraient assumer la responsabilité directe de la mise en œuvre adéquate de la PCP et établir des contrôles européens.
Sur le plan institutionnel, la Commission n’avait pas le droit d’effectuer des tâches à la place des États membres de l’UE, et n’avait pas les moyens de le faire. En conséquence, elle a proposé d’établir une agence qui ne dépendrait ni d’elle-même, ni des États membres de l’UE, et qui organiserait une coopération opérationnelle entre les États et coordonnerait le déploiement des moyens de contrôle réunis par ces derniers. L’Agence doit assurer l’application uniforme et efficace des règles de la PCP, de concert avec les services nationaux spécialisés des États membres de l’UE.
Comment l’AECP est-elle organisée?
Le conseil d'administration, dont les membres sont désignés par les États membres de l’UE (un membre par État) et par la Commission européenne (six membres, dont le président), adopte chaque année un programme de travail annuel et le budget de l’Agence. Le directeur exécutif, nommé par le conseil d’administration, doit notamment exécuter le programme de travail annuel et le budget, veiller à l’organisation et au fonctionnement de l’Agence, adopter les décisions concernant les responsabilités de l’Agence qui relèvent de sa mission, et organiser un système de suivi efficace afin de pouvoir comparer les réalisations de l’Agence avec ses objectifs opérationnels. Le directeur exécutif est également le président du conseil consultatif, où siège un représentant de chaque CC. Le conseil consultatif élit un représentant qui peut participer aux réunions du conseil d'administration, sans avoir le droit de voter.

Quelle est l’origine des ressources de l’AECP?
Le budget de l’AECP (y compris le tableau des effectifs de son personnel) est approuvé par l’autorité budgétaire de l’UE et fait partie intégrante du budget de l’Union européenne. Si l’AECP fournit des services contractuels aux États membres, elle reçoit des fonds correspondants des États membres concernés.
Pourquoi l’AECP est-elle basée à Vigo?
Le siège a été fixé dans le règlement du Conseil établissant l’AECP, conformément à l’accord sur les sièges des agences adopté par les chefs d'État ou de gouvernement en décembre 2003.
Vigo est le premier port de pêche en Europe en ce qui concerne les débarquements de produits de la pêche. C’est donc un lieu particulièrement approprié pour accueillir le siège de l’AECP.

The Agency follows the personnel policy of the Staff Regulations of Officials and Conditions of Employment of Other Servants of the European Community applicable at EU institutions and agencies. Successful candidates may be offered a post on the basis of these Staff Regulations. Jobs at the EFCA are open to women and men, who are nationals of the EU Member States. Candidates are recruited on the condition they have full rights as a citizen. OPEN SELECTION PROCEDURES
Prior information notice: EFCA is planning to launch an open call for intermediary training services in 3 lots. Lot 1: Intermediary for language training services in any of the 24 EU languages for children of EFCA Staff. Lot 2: Intermediary for specialist training for EFCA staff for maritime skills, knowledge and regulations. Lot 3: Intermediary for leadership and management development training and seminars at international business schools.

In relation of the implementation of article 15 of the CFP, the Landing Obligation (LO), the likelihood of detecting an infringement to the LO at sea is very low. Although the implementation of the Last Haul (LH) observation during sea inspections has contributed to a level of monitoring of compliance with the LO, it cannot be considered a control tool sufficiently effective for control and enforcement of the LO across all relevant fisheries.
The evaluations of compliance with the LO done to date show a widespread low level of compliance in some fisheries. This has led to the recommendation by control experts from EU Member States (MS) to prioritise the use of Remote Electronic Monitoring (REM) including Closed Circuit Television (CCTV) as an efficient control and monitoring tool to improve compliance and enforcement of the LO implementation. REM systems have been identified by control experts as a tool that would provide the MS with the proportionate and effective operational solution for monitoring the compliance to the LO across fleet segments of the EU fishing fleet and tackling illegal discarding practices. In 2021 EFCA released a video showcasing the main features of Remote Electronic Monitoring in EU Fisheries Control.
On request of the EU Member States and the European Commission, EFCA created in 2018 the REM Technical Working Group to develop the Technical Guidelines and minimal requirements for implementing REM fisheries in the EU. This Working Group (EFCA REM WG) is still active with the goal of assisting MS in the implementation of regional / national REM pilot projects and consider best practices for REM implementation on fishing vessels, including to provide means to effectively control and enforce the LO at sea and to potentially provide a source of verifiable data.
EFCA will continue to support MS and the European Commission on the effective implementation of the LO through promoting enforcement and compliance and pursuing the most efficient tools and new technologies, in particular the use of REM systems on board fishing vessels.
