Europos žuvininkystės kontrolės agentūra yra Europos Sąjungos agentūra. Agentūros misija yra skatinti aukščiausius bendrus kontrolės, tikrinimo ir stebėjimo standartus pagal BŽP. EŽKA veiks pasitelkdama aukščiausio lygio kompetenciją ir užtikrindama skaidrumą ir sieks išugdyti būtiną visų dalyvaujančių šalių pasitikėjimą ir norą bendradarbiauti ir taip užtikrinti savo operacijų efektyvumą ir veiksmingumą.
Europos Sąjungos šalių vyriausybės, atsižvelgdamos į būtinybę puoselėti taisyklių laikymosi kultūrą visos Europos žuvininkystės sektoriuje, nutarė įsteigti šią agentūrą vykdydamos 2002 m. reformą. 2005 m. balandžio mėn. jos priėmė tam skirtą teisės aktą – Tarybos reglamentą (EB) Nr. 768/2005. Svarbiausia agentūros užduotis yra organizuoti nacionalinių kontrolės ir tikrinimo veiksmų koordinavimą ir bendradarbiavimą juos vykdant ir taip užtikrinti, kad BŽP taisyklės būtų gerbiamos ir taikomos veiksmingai.
Vykdydama savo veiklą, agentūra prisideda prie vienodų žuvininkystės sąlygų bendroje Europos erdvėje sudarymo, kad visi šio sektoriaus veikėjai laikytųsi Europoje nustatytų įsipareigojimų ir būtų traktuojami vienodai, nepriklausomai nuo jų veiklos srities. Be to, agentūra siekia tvarios žuvininkystės skatindama laikytis esamų išteklių išsaugojimo ir valdymo priemonių dabartinių ir būsimų kartų gerovės labui.
Bendradarbiaudama su Europos sienų ir pakrančių apsaugos agentūra ir Europos jūrų saugumo agentūra, kurios kiekviena veikia pagal joms suteiktus įgaliojimus, agentūra remia nacionalines valdžios institucijas, vykdančias pakrančių apsaugos funkcijas.

The European Fisheries Control Agency has an essential role in the development of training material (including e-learning tools) for fisheries inspectors and Union inspectors, and in the exchange of experience between Member States. Through its training activities, and in accordance with its mandate, the Agency assists Member States to fulfil their obligations under the rules of the common fisheries policy and contributes to establishing a level playing field where all operators are treated equally.

At the request of the Commission, the European Fisheries Control Agency provides capacity building support on fisheries control and inspection to Third countries, particularly with those which the European Union has a sustainable fisheries partnership agreement in force.

Throughout the year, the EFCA organises class room and on-the-spot training courses for officials from EU Member States’ administrations involved in the implementation of the regulation against IUU fishing.
Through these EFCA training events, the principal objectives are to provide guidance on technical issues with regard to the verification of IUU catch certificates, provide a platform for the exchange of experiences and the development of best practices, and establish a network of administrative cooperation and exchange of information among the Member States.

- Workshops and seminars for third countries
At the request of the Commission, the EFCA provides capacity-building assistance to third countries in relation to the implementation of the IUU regulation and/or in the framework of sustainable fisheries partnership agreements, in particular in the areas of catch certificates validation, inspection methodologies, setting up of a fisheries monitoring centre (FMC), risk assessment procedures, and use of remote control technologies.
EFCA develops training manuals on sea and port inspection in order to support training activities of third countries, particularly those with which the European Union has a sustainable fisheries partnership agreement .

Member States, the Commission as well as the EFCA can nominate members of their staff as Union inspectors in accordance with Council Regulation (EC) No 1224/2009. Union inspectors are fulfilling the specific criteria laid down in Commission Implementing Regulation (EU) No 404/2011. Union inspectors are mandated, under EU legislation, to carry out inspection and surveillance of fishing activities in European Union waters, outside the zones under the sovereignty of Member States, and in international waters. To this end, in accordance with the provisions of the said regulation, the names of Union inspectors appear on a list published in the Official Journal of the European Union.
Union inspectors may carry out their duties in the framework of JDPs giving effect to SCIPs adopted by the Commission or international control and inspection programmes adopted by regional fisheries management organisations or in the framework of inspection programmes developed by Member States.

Der Verwaltungsrat setzt sich aus einem Vertreter jedes Mitgliedstaats und sechs Vertretern der Europäischen Kommission zusammen. Die Tagungen des Verwaltungsrats werden von dem aus dem Kreis der Kommissionsvertreter gewählten Vorsitzenden oder dem stellvertretenden Vorsitzenden einberufen. Diese führen den Vorsitz der Tagungen und legen die Tagesordnung fest. Der Verwaltungsrat konstituierte sich auf seiner ersten Tagung am 1. Februar 2006. Auf seiner zweiten Tagung am 14. Juni 2006 in Vigo, Spanien, ernannte der Verwaltungsrat den ersten Direktor der Agentur.
Der Direktor der Agentur und der vom Beirat ernannte Vertreter nehmen an den Beratungen ohne Stimmrecht teil.

EFCA coordinates the implementation of the specific control and inspection programme (SCIP) established for certain demersal and pelagic fisheries in the Union waters in the Western Waters of the North-East Atlantic. The encompassing objective of EFCA’s assistance to the Member States concerned is to ensure the uniform and effective implementation of conservation and control measures applicable to demersal and pelagic stocks in the Western Waters region. This concerns in particular fisheries exploiting mackerel, herring, horse mackerel, blue whiting, boarfish, anchovy, argentine, sardine, sprat, Northern and Southern hake, Norway lobster, cod, sole, plaice, and European eel, as well as fisheries exploiting species under the landing obligation.
In order to meet this objective, the EFCA adopted, in cooperation with the Member States concerned, a dedicated organisational framework for operational coordination of inspection and surveillance activities in the Western Waters region, known as the Joint Deployment Plan (JDP).
The Western Waters JDP has been operating since 2012. Initially, it was based on a SCIP applicable only to fisheries for pelagic species in the Western Waters. Since 2019, the SCIP for the was expanded to include fisheries for demersal species as well.
The Member States participating in this JDP are Belgium, Denmark, Estonia, France, Germany, Ireland, Latvia, Lithuania, the Netherlands, Poland, Portugal and Spain. Each year, the EFCA coordinates the planning, implementation and assessment of the Western Waters joint campaign at regional level, aimed at ensuring compliance with the conservation and control measures in force.
On basis of an assessment of risks of non-compliance with the applicable measures, the Western Waters Steering Group elaborates an annual strategy for the implementation of joint inspection and surveillance activities for the relevant fisheries, which the Executive Director of EFCA adopts in a JDP Decision. The operational arrangements are developed on a daily basis by the Western Waters Technical Joint Deployment Group (TJDG), which involves close collaboration with the fisheries inspection authorities in the Member States concerned.
The operational arrangements also cover regular exchanges of inspectors to mixed and joint inspection teams, ashore and at sea respectively. The work of mixed and joint inspection teams brings the most tangible evidence of this uniform and effective implementation of inspection and surveillance activities. On a regular basis, joint coordination teams are established at the EFCA Coordination Centre, bringing together experts from EFCA and Member States for the operational coordination of the joint campaign.
Furthermore, the EFCA pays special attention to the development and application of standardisation and best practices in all aspects of inspection and surveillance operations. To this end, the EFCA works closely with the Member States concerned in various experts groups, at seminars for staff of fisheries monitoring centres and at workshops for inspectors. An additional level of assistance is provided by EFCA on missions to Member States concerned, and on the missions of the EFCA chartered Offshore Patrol Vessel (OPV).
The JDP organisational arrangements guarantee the high level of transparency, uniformity and effectiveness of joint inspection and surveillance activities through the establishment of permanent exchange of data and operational information, the application of risk management strategy at regional levels and close cooperation of the Member States concerned in the enforcement of conservation and control measures in force.
