¿Qué es una agencia de la Unión Europea?
Una agencia europea es un organismo de la Unión Europea diferente de las instituciones de la UE, como el Consejo, el Parlamento y la Comisión, que tiene personalidad jurídica propia. Las agencias de la Unión Europea son organismos creados por la UE para desempeñar una función muy específica de naturaleza técnica, científica o administrativa.
En la actualidad, la Unión Europea cuenta con más de 40 agencias. La AECP, con sede en Vigo, es una de estas agencias.
¿Por qué se ha creado la AECP?
En el marco de la reforma de la política agraria común (PAC) en 2002, se llegó a la conclusión de que la puesta en marcha de la PPC había sido deficiente y de que los Estados miembros no habían aplicado sistemáticamente las medidas de control. Los pescadores tenían la sensación de que no eran tratados en condiciones de igualdad cuando operaban en aguas de la Unión Europea e incluso a veces se sentían discriminados. La industria pesquera abogó por reforzar el régimen de control y observancia con el fin de garantizar unas condiciones equitativas a escala de la Unión Europea.
De hecho, la industria pesquera europea consideraba que las instituciones de la Unión debían asumir responsabilidad directa en relación con la adecuada aplicación de la PPC y establecer controles europeos.
Desde una perspectiva institucional, la Comisión no debía realizar tareas en lugar de los Estados miembros y tampoco tenía los medios para hacerlo. Así pues, propuso crear una agencia independiente de los Estados miembros y de la Comisión que organizase la cooperación operativa entre los Estados miembros y coordinase el despliegue de los medios de control mancomunados por los Estados miembros. La agencia, junto con los servicios nacionales especializados de los Estados miembros, debe garantizar la aplicación uniforme y efectiva de las normas de la PPC.
¿Cómo se organiza la AECP?
El Consejo de Administración —en el cual cada Estado miembro nombra a un miembro y la Comisión Europea nombra a seis miembros, incluido el Presidente— aprueba anualmente un programa de trabajo anual y el presupuesto de la Agencia. Entre otras tareas, el Director Ejecutivo, nombrado por el Consejo de Administración, tiene que ejecutar el presupuesto y el programa de trabajo anual, garantizar la organización y el funcionamiento de la Agencia, aprobar decisiones relativas a las responsabilidades de la Agencia con respecto a su misión y organizar un sistema eficaz de seguimiento con el fin de comparar los logros de laAgencia con sus objetivos operativos. También es el Presidente del comité consultivo, integrado por un representante de cada uno de los consejos consultivos. El comité consultivo elige a un representante que puede participar en las reuniones del Consejo de Administración sin derecho a voto.

¿De dónde proceden los recursos de la AECP?
El presupuesto de la AECP (incluida la plantilla de personal) es aprobado por la Autoridad Presupuestaria de la UE y forma parte integrante del presupuesto de la Unión Europea. En el caso de que la AECP preste servicios contractuales a los Estados miembros, recibe la correspondiente financiación procedente de dichos Estados miembros.
¿Por qué la AECP está ubicada en Vigo?
La sede se estableció en virtud del Reglamento del Consejo por el que se crea la AECP, de conformidad con el acuerdo sobre las sedes de las agencias alcanzado por los jefes de Estado o de Gobierno en diciembre de 2003.
Vigo es el puerto pesquero más grande de Europa en términos de desembarques de productos de la pesca. Así pues, se trata de un lugar muy indicado para establecer la sede de la AECP.
¿Cuántas personas trabajan en la AECP?
En la AECP trabajan 56 agentes y cuatro expertos nacionales en comisión de servicio, provenientes todos ellos de 19 Estados miembros de la UE.
EFCA support to strengthening Algeria capacity in fisheries control and surveillance
The project named ‘EFCA support to strengthening Algeria capacity in fisheries control and surveillance’ was developed within the framework of the Blue Economy — Fisheries and Aquaculture Programme (Algeria) adopted by the European Commission in Decision C(2020) 7568 of 29 October 2020 on the financing of the 2020 Annual Action Programme for Algeria.
In that context, the European Commission’s Action Document on the Blue Economy — Fisheries and Aquaculture Project provides in its Specific Objective 3 (OS3) that ‘Algeria has the operational capacity to monitor, control and manage fisheries throughout its territory by meeting the definitions and requirements for supervision and reporting to regional fisheries management organizations (CGPM, ICCAT).
Expected results:
Result 1 (R1): The updating of the legal framework, in accordance with international and regional standards (ICCAT/GFCM) for fisheries control and surveillance, is prepared and drafted by the Algerian authorities, with the support of EFCA.
Result 2 (R2): AIS/VMS systems designed to equip fishing vessels are made available to the Algerian authorities and the data are transmitted to the Algerian FMC;
Result 3 (R3): The Algerian FMC is able to receive VMS/AIS surveillance data, and staff are trained to analyse and cross data’s.
EFCA contribution
In this context, EFCA will provide assistance to the Algerian authorities, in coordination with Expertise France, and implement the activities under result R.3.3, in particular technical assistance and advice to:
Duration and regional scope
The duration of the EFCA contract for the implementation of this project is 4 years (1 March 2022 to 28 February 2026). The actions will be carried out in close cooperation with the Algerian authorities and Expertise France as a partner in the implementation.
E-FishMed
A new virtual fisheries control academy for the Mediterranean
In the framework of the international dimension of its mandate, the European Fisheries Control Agency (EFCA) supports and implements the Project “Mediterranean virtual regional training academy on fisheries control and inspection (eFishMed)”
e-FishMed promotes cooperation in the fight against IUU fishing, the implementation of General Fisheries Commission for the Mediterranean (GCFM) and International Commission for the Conservation of Atlantic Tunas (ICCAT) conservation and management measures.
Political and legal framework
The Project is framed in the context of several European Union (EU) policies, namely the Western-Mediterranean Sea basin strategy (WestMED Blue Economy Initiative), the new approach for a sustainable blue economy in the EU and the new agenda for the Mediterranean.
The e-FishMed project is financed under the European Maritime, Fisheries and Aquaculture Fund (EMFAF). The Implementing Decision – C(2021) 3870 final - was adopted on 4 June 2021 and the action is included in the EMFAF work programme 2021 under Priority 4 – Strengthening international ocean governance and enabling safe, secure, clean and sustainably managed seas and oceans.
Duration and regional scope
The Contribution Agreement was signed by EFCA and the European Commission on 15 December 2021, the project started on 1st February 2022 and will last three years.
Algeria, Libya, Mauritania, Morocco, and Tunisia are the Beneficiary Countries (BC) of the project and the initiative will be technically supported by France, Italy, Malta, Portugal, and Spain, as Project Partners (PP). In the future, the project could be extended to other Mediterranean countries.
Objectives
The overall objective of e-FishMed is to conduct specific capacity building activities in the BCs contributing to a better understanding and application of the rules.
The specific objective of e-FishMed is to improve national and regional Monitoring, Control and Surveillance (MCS) systems of BC by setting-up a virtual regional training academy.
An e-learning platform will be at the core of the project, improving the effectiveness of training activities aimed to reinforce knowledge and competences of fisheries control and inspection staff.
Expected results
There are three expected results:

The virtual academy will contribute to harmonising fisheries control and inspection activities and foster cooperation and exchange of best practices between northern and southern Mediterranean countries.
The project will also be catalyst for a stronger cooperation on fisheries control and sustainable blue economy in the Mediterranean region, improving the level playing field for fisheries. Indeed, training of inspectors and development of standardized procedures aim at the equal treatment of operators.
The added value of e-FishMed was also recently recognised in the WestMed Ministerial Declaration dated 23 June 2023 that welcomed the share of expertise and best practices within the e-FishMed project.
