Agenția Europeană pentru Controlul Pescuitului este o agenție a Uniunii Europene. Misiunea agenției este de a promova cele mai înalte standarde comune în materie de control, inspecție și supraveghere în temeiul politicii comune în domeniul pescuitului (PCP). EFCA își va desfășura activitatea la cel mai înalt nivel de excelență și transparență cu scopul de a consolida încrederea necesară și cooperarea tuturor părților implicate și de a asigura, astfel, eficacitatea și eficiența operațiunilor sale.
Guvernele Uniunii Europene au convenit să instituie agenția, în urma reformei din 2002, în contextul efortului de creare a unei culturi a conformității în sectorul pescuitului pe tot teritoriul Europei. În aprilie 2005, a fost adoptată legislația necesară în acest sens, și anume Regulamentul (CE) nr. 768/2005 al Consiliului. Rolul său principal este de a organiza coordonarea și cooperarea între activitățile de inspecție și de control naționale astfel încât normele PCP să fie respectate și aplicate în mod eficient.
Valoarea adăugată a activității agenției constă în contribuția sa într-un domeniu cu actori la nivel european pentru industria pescuitului, astfel încât fiecare dintre aceștia să respecte obligațiile europene și toți cei implicați în sector să fie tratați în mod egal, indiferent de locul în care își desfășoară activitatea. Agenția contribuie și la asigurarea de resurse piscicole sustenabile prin sporirea conformării cu măsurile de conservare și de gestionare existente, în beneficiul generațiilor prezente și viitoare.
În cooperare cu Agenția Europeană pentru Poliția de Frontieră și Garda de Coastă și cu Agenția Europeană pentru Siguranță Maritimă, fiecare în cadrul mandatului său, EFCA sprijină autoritățile naționale în îndeplinirea funcțiilor de pază de coastă.

L’Agenzia europea di controllo della pesca è un’agenzia dell’Unione europea. Il mandato dell’Agenzia consiste nel promuovere i più elevati standard comuni per il controllo, l’ispezione e la sorveglianza secondo la PCP. L’EFCA opererà ai più elevati livelli di eccellenza e trasparenza, con l’obiettivo di sviluppare la necessaria fiducia e la cooperazione di tutte le parti coinvolte, e di assicurare, così facendo, l’efficienza e l’efficacia del proprio lavoro.
I governi dell’Unione europea hanno concordato di istituire l’agenzia nell’ambito della riforma del 2002, spinti dall’impulso d’instillare una cultura del rispetto delle norme nel settore della pesca in tutta Europa. Nell’aprile 2005 hanno adottato la legislazione necessaria, ovvero il regolamento (CE) n. 768/2005 del Consiglio. Il suo ruolo primario consiste nel predisporre il coordinamento e la cooperazione tra il controllo nazionale e le attività d’ispezione, in maniera tale che le regole della PCP siano rispettate ed efficacemente applicate.
Il valore aggiunto del lavoro dell’Agenzia sta nel suo contributo a un campo d’azione di livello europeo per l’industria della pesca, in maniera tale che le obblighi europei siano osservati da tutti e che ciascuno nel settore sia trattato equamente, ovunque si trovi a operare. In secondo luogo, contribuisce alla pesca sostenibile migliorando la conformità con le misure di conservazione e gestione esistenti a vantaggio delle generazioni presenti e future.
L’Agenzia, in collaborazione con l’Agenzia europea della guardia di frontiera e costiera e l’Agenzia europea per la sicurezza marittima, ciascuna nell’ambito del proprio mandato, sostiene le autorità nazionali nello svolgimento delle funzioni di guardia costiera.

O trabalho da EFCA pauta-se pelo mais elevado nível de exigência e transparência, com vista a desenvolver a necessária confiança e cooperação de todas as partes envolvidas e, por essa via, assegurar a eficácia e eficiência das suas operações.
Os governos da União Europeia acordaram a criação da agência no âmbito da reforma de 2002 como parte do esforço de inculcar uma cultura de conformidade no setor das pescas em toda a Europa. Em abril de 2005, aprovaram a respetiva legislação com o Regulamento (CE) n.º 768/2005 do Conselho. A sua principal função consiste em organizar a coordenação e a cooperação entre as atividades de controlo e inspeção nacionais com vista a garantir o cumprimento e a aplicação eficaz das regras da PCP.
O valor acrescentado do trabalho da Agência reside no seu contributo para condições de concorrência equitativas na indústria pesqueira a nível europeu, por forma a que as obrigações ao abrigo da legislação europeia sejam respeitadas por todos e que todos no setor sejam tratados de igual forma, independentemente do local onde operam. Em segundo lugar, a Agência contribui para pescas sustentáveis ao reforçar a conformidade com as medidas existentes em matéria de conservação e gestão, a fim de beneficiar as gerações presentes e futuras.

EFCA support to strengthening Algeria capacity in fisheries control and surveillance
The project named ‘EFCA support to strengthening Algeria capacity in fisheries control and surveillance’ was developed within the framework of the Blue Economy — Fisheries and Aquaculture Programme (Algeria) adopted by the European Commission in Decision C(2020) 7568 of 29 October 2020 on the financing of the 2020 Annual Action Programme for Algeria.
In that context, the European Commission’s Action Document on the Blue Economy — Fisheries and Aquaculture Project provides in its Specific Objective 3 (OS3) that ‘Algeria has the operational capacity to monitor, control and manage fisheries throughout its territory by meeting the definitions and requirements for supervision and reporting to regional fisheries management organizations (CGPM, ICCAT).
Expected results:
Result 1 (R1): The updating of the legal framework, in accordance with international and regional standards (ICCAT/GFCM) for fisheries control and surveillance, is prepared and drafted by the Algerian authorities, with the support of EFCA.
Result 2 (R2): AIS/VMS systems designed to equip fishing vessels are made available to the Algerian authorities and the data are transmitted to the Algerian FMC;
Result 3 (R3): The Algerian FMC is able to receive VMS/AIS surveillance data, and staff are trained to analyse and cross data’s.
EFCA contribution
In this context, EFCA will provide assistance to the Algerian authorities, in coordination with Expertise France, and implement the activities under result R.3.3, in particular technical assistance and advice to:
- drafting the terms of reference and specifications for the publication of the call for tender by Expertise France for the acquisition of VMS/AIS tracking devices,
- monitoring and installation of the equipment by the contractor selected under the call for tender, participation (as an observer) in the selection and evaluation committee of the offers received,
- support for the organisation of information sessions for fishing vessels masters, shipowners and local producer organisations,
- the training of the future FMC operators and Algerian trainers in possible synergy with other EFCA projects, such as PESCAO or e-FishMed to promote the sharing of knowledge.
- assistance to the Algerian authorities in legal matters (drafting of legislative and/or regulatory documents).
Duration and regional scope
The duration of the EFCA contract for the implementation of this project is 4 years (1 March 2022 to 28 February 2026). The actions will be carried out in close cooperation with the Algerian authorities and Expertise France as a partner in the implementation.
E-FishMed
A new virtual fisheries control academy for the Mediterranean
In the framework of the international dimension of its mandate, the European Fisheries Control Agency (EFCA) supports and implements the Project “Mediterranean virtual regional training academy on fisheries control and inspection (eFishMed)”
e-FishMed promotes cooperation in the fight against IUU fishing, the implementation of General Fisheries Commission for the Mediterranean (GCFM) and International Commission for the Conservation of Atlantic Tunas (ICCAT) conservation and management measures.
Political and legal framework
The Project is framed in the context of several European Union (EU) policies, namely the Western-Mediterranean Sea basin strategy (WestMED Blue Economy Initiative), the new approach for a sustainable blue economy in the EU and the new agenda for the Mediterranean.
The e-FishMed project is financed under the European Maritime, Fisheries and Aquaculture Fund (EMFAF). The Implementing Decision – C(2021) 3870 final - was adopted on 4 June 2021 and the action is included in the EMFAF work programme 2021 under Priority 4 – Strengthening international ocean governance and enabling safe, secure, clean and sustainably managed seas and oceans.
Duration and regional scope
The Contribution Agreement was signed by EFCA and the European Commission on 15 December 2021, the project started on 1st February 2022 and will last three years.
Algeria, Libya, Mauritania, Morocco, and Tunisia are the Beneficiary Countries (BC) of the project and the initiative will be technically supported by France, Italy, Malta, Portugal, and Spain, as Project Partners (PP). In the future, the project could be extended to other Mediterranean countries.
Objectives
The overall objective of e-FishMed is to conduct specific capacity building activities in the BCs contributing to a better understanding and application of the rules.
The specific objective of e-FishMed is to improve national and regional Monitoring, Control and Surveillance (MCS) systems of BC by setting-up a virtual regional training academy.
An e-learning platform will be at the core of the project, improving the effectiveness of training activities aimed to reinforce knowledge and competences of fisheries control and inspection staff.
Expected results
There are three expected results:
- Result 1: Development of a common training curriculum as a contribution to harmonisation of MCS activities across BCs,
- Result 2: Make available online a set of e-learning modules and training material improving the effectiveness of training activities for MCS Staff in BCs,
- Result 3: Set up of a staff exchange programme and organisation of training sessions through an e-learning platform, facilitating the exchange of experience and best practices between EFCA, PPs and BCs.
Added value
The virtual academy will contribute to harmonising fisheries control and inspection activities and foster cooperation and exchange of best practices between northern and southern Mediterranean countries.
The project will also be catalyst for a stronger cooperation on fisheries control and sustainable blue economy in the Mediterranean region, improving the level playing field for fisheries. Indeed, training of inspectors and development of standardized procedures aim at the equal treatment of operators.
The added value of e-FishMed was also recently recognised in the WestMed Ministerial Declaration dated 23 June 2023 that welcomed the share of expertise and best practices within the e-FishMed project.
