Le conseil d'administration est constitué d'un représentant de chaque État membre et de six représentants de la Commission européenne. Le président, élu parmi les représentants de la Commission européenne, ou le vice-président convoqueront et présideront les réunions du conseil d’administration (CA), et fixeront son programme. Le CA a été formé lors de sa première réunion, le 1er février 2006. Lors de sa deuxième réunion, organisée le 14 juin 2006 à Vigo, en Espagne, le CA a nommé le premier directeur exécutif de l’Agence.
Le directeur exécutif et le représentant nommé par le conseil consultatif participent aux délibérations, mais n’ont pas le droit de voter.

Le conseil consultatif conseille le directeur exécutif de l’Agence et garantit une coopération étroite avec les parties prenantes. Le conseil consultatif est composé de représentants des conseils consultatifs (CC), chaque CC désignant un représentant. Les réunions du conseil consultatif sont présidées par le directeur exécutif.
Un représentant du conseil consultatif prend part aux délibérations lors des réunions du conseil d'administration, sans avoir le droit de voter. Le représentant du conseil consultatif au conseil d'administration de l'AECP est désigné selon le système de rotation annuel convenu par ses membres.
Les CC sont des organisations de parties prenantes composées de représentants de l’industrie et d’autres groupes d’intérêt. Outre les sept CC existants énumérés ci-dessous, la nouvelle politique commune de la pêche (PCP) prévoit la création de quatre nouveaux conseils consultatifs pour la mer Noire, l’aquaculture, les marchés et les régions ultrapériphériques.

Les CC sont des partenaires essentiels de la stratégie de communication de l’AECP. Ils fournissent à la Commission européenne et aux États membres de l’UE des recommandations sur les questions de gestion de la pêche.

L’AECP participe aux réunions pertinentes des comités exécutifs et des groupes de travail des CC, lorsque les questions au programme relèvent de ses compétences.
El Consejo de administración está integrado por un representante de cada Estado miembro y seis representantes de la Comisión Europea. La persona que ostente el cargo de presidente, elegido de entre los representantes de la Comisión Europea, o de vicepresidente convocará y presidirá las reuniones del Consejo y establecerá el orden del día. El Consejo de administración fue constituido en la primera reunión celebrada el 1 de febrero de 2006. Durante la segunda reunión, celebrada el 14 de junio de 2006 en Vigo, el Consejo de administración nombró al primer Director Ejecutivo de la Agencia.
El Director Ejecutivo de la Agencia y el representante nombrado por el comité consultivo participan en las deliberaciones sin derecho de voto.

The EFCA strategy to support regionalisation includes developing regional approaches and working closely with the regional bodies created by the Member States in order to promote in particular the uniform implementation of the Landing Obligation (LO) and also the adoption of decisions facilitating control in all the areas.
In this regard, EFCA cooperates through the PACT approach (Partnership, Accountability (compliance), Cooperation and Transparency) with all formally constituted regional bodies created by the Member States. The PACT approach allows assistance to the Member States in accordance with Articles 7 and 15 of EFCA’s founding regulation.
EFCA cooperates with four Control Expert Groups (CEGs) active in the framework of the regionalisation of the Common Fisheries Policy (CFP):
- Scheveningen (North Sea);
- BALTFISH (Baltic Sea);
- North-western waters;
- South-western waters.
Support for these regional bodies, through cooperation with the CEGs, is framed around the following subjects:
- Compliance evaluation in the context of the LO;
- Preparation for the implementation of REM in fisheries control;
- Standardisation and guidelines;
- Cooperation with industry to promote compliance.
In addition to these main areas around which cooperation is organised, EFCA gives the CEGs support in their work of developing recommendations to the respective High Level Groups (HLG) on control and monitoring of the LO. EFCA also facilitates interregional cooperation by organising and chairing joint CEG meetings on horizontal issues in order to promote a uniform implementation and a level playing field across regions.
In relation to this regional cooperation work EFCA staff participate in the different fora where the LO is discussed (Advisory Councils, STECF (Scientific, Technical and Economic Committee for Fisheries), scientific organisms, research projects, etc.) and organises joint workshops between Member State regional groups and stakeholders.

To give effect to its coordination duties and legal obligations, the EFCA supports Member States in designing training programmes on fisheries control and inspection. A priority in the development of such training programmes is to create and make available reference materials for the training of the trainers of the fisheries inspectorates and of Union inspectors before their first deployment, the core curricula.
Essentially, the core curricula consist of a number of basic courses of practical knowledge for national fisheries officials involved in the control and inspection of fishing vessels and their activities. In the strive towards a level playing field among Member States and between the operators in the fishing community throughout the EU, a common core curricula for the conduct of inspections is key.
