Η Ευρωπαϊκή Υπηρεσία Ελέγχου της Αλιείας είναι Οργανισμός της Ευρωπαϊκής Ένωσης. Αποστολή της Υπηρεσίας είναι να προωθεί τα υψηλότερα κοινά πρότυπα ελέγχου, επιθεώρησης και εποπτείας που εφαρμόζονται στο πλαίσιο της Κοινής Αλιευτικής Πολιτικής. Η EFCA θα λειτουργεί στο πλέον υψηλό επίπεδο αριστείας και διαφάνειας με στόχο την ανάπτυξη της απαιτούμενης εμπιστοσύνης και συνεργασίας όλων των εμπλεκόμενων μερών και, ως εκ τούτου, τη διασφάλιση της αποτελεσματικότητας και της επάρκειας των δραστηριοτήτων της.
Οι κυβερνήσεις της Ευρωπαϊκής Ένωσης συμφώνησαν στη σύσταση της Υπηρεσίας στο πλαίσιο της μεταρρύθμισης του 2002, με σκοπό την εδραίωση μιας νοοτροπίας συμμόρφωσης στον κλάδο της αλιείας σε ολόκληρη την Ευρώπη. Τον Απρίλιο του 2005, θεσπίστηκε η απαιτούμενη νομοθεσία με τον κανονισμό (ΕΚ) αριθ. 768/2005 του Συμβουλίου. Πρωταρχικός ρόλος της Υπηρεσίας είναι η οργάνωση του συντονισμού και της συνεργασίας μεταξύ εθνικών δραστηριοτήτων ελέγχου και επιθεώρησης ούτως ώστε οι κανόνες της κοινής αλιευτικής πολιτικής να τηρούνται και να εφαρμόζονται αποτελεσματικά.
Η προστιθέμενη αξία του Οργανισμού έγκειται, κατά πρώτον, στη συμβολή του για τη διασφάλιση της ισότιμης μεταχείρισης στον τομέα της αλιείας σε ευρωπαϊκή κλίμακα, ούτως ώστε όλοι οι εμπλεκόμενοι φορείς να τηρούν τις ευρωπαϊκές υποχρεώσεις και να απολαύουν ίσης μεταχείρισης, ανεξαρτήτως της τοποθεσίας στην οποία δραστηριοποιούνται. Κατά δεύτερον, ο Οργανισμός συμβάλλει στη βιώσιμη αλιεία ενισχύοντας τη συμμόρφωση προς τα υφιστάμενα μέτρα διατήρησης και διαχείρισης προς όφελος των σημερινών και των μελλοντικών γενεών.
Ο Οργανισμός, σε συνεργασία με τον Ευρωπαϊκό Οργανισμό Συνοριοφυλακής και Ακτοφυλακής και τον Ευρωπαϊκό Οργανισμό για την Ασφάλεια στη Θάλασσα στηρίζουν, καθένας στο πλαίσιο της εντολής του, τις εθνικές αρχές κατά την εκτέλεση των καθηκόντων ακτοφυλακής που τους ανατίθενται.

Euroopan kalastuksenvalvontavirasto on Euroopan unionin erillisvirasto. Viraston tehtävänä on edistää hallinnan, tarkastusten ja valvonnan yhteisten normien korkeatasoisuutta yhteisessä kalastuspolitiikassa. Euroopan kalastuksenvalvontavirasto EFCA toimii erittäin asiantuntevasti ja avoimesti, jotta kaikilla osapuolilla olisi tarvittava luottamus ja yhteistyöhalu; näin virasto varmistaa operaatioidensa tehokkuuden.
Vuoden 2002 uudistuksessa Euroopan unionin hallitukset sopivat viraston perustamisesta osana pyrkimystä juurruttaa sääntöjen noudattamisen kulttuuri kalastusalalle koko Euroopassa. Vuoden 2005 huhtikuussa annettiin tarvittava lainsäädäntö, neuvoston asetus (EY) n:o 768/2005. Viraston pääasiallisena tehtävänä on järjestää kansallisten valvonta- ja tarkastustoimien koordinointi ja yhteistyö siten, että yhteisen kalastuspolitiikan sääntöjä noudatetaan ja sovelletaan tehokkaasti.
Viraston tekemä työ tuo lisäarvoa edistämällä kalastusalan yhtäläisiä toimintaedellytyksiä kaikkialla Euroopassa siten, että kaikki noudattavat EU:n asettamia velvoitteita ja että kaikkia alan toimijoita kohdellaan tasavertaisesti riippumatta siitä, missä ne toimivat. Toiseksi virasto edistää toiminnallaan kestävää kalastusta tehostamalla nykyisten kalavarojen säilyttämis- ja hoitotoimenpiteiden noudattamista nykyisten ja tulevien sukupolvien hyväksi.
Kalastuksenvalvontavirasto tekee yhteistyötä Euroopan raja- ja merivartioviraston ja Euroopan meriturvallisuusviraston kanssa kunkin viraston toimeksiannon puitteissa rannikkovartiostotoimintoja toteuttavien kansallisten viranomaisten tukemiseksi.

The European coast guard community is one of the major protagonists of the Green Deal – every day the coast guards and authorities deal with the greatest environment on earth – that of marine ecosystems and biodiversity and address the challenge of climate change. The Greening Award Initiative is meant to award those who have risen to the challenge and proposed greening activities in their daily mission, work, and campaigns.
The Greening Award Initiative aims to celebrate the sustainability actions that are carried out and developed across more than 300 authorities that make up the European Coast Guard community.
This initiative recognises projects and activities developed by authorities carrying out Coast Guard Functions which empower a green transition, contribute to a more sustainable future, and which directly or indirectly support the goals of the European Green Deal.
Announced in the framework of the Annual European Coast Guard Event held in Lisbon in 2023, the Greening Award Initiative is open to any entity or institution executing Coast Guard Functions within the European Union, Norway, and Iceland.
The Greening Award Initiative is jointly organised by the three European Agencies tasked with supporting national authorities carrying out Coast Guard Functions: the European Fisheries Control Agency (EFCA); the European Maritime Safety Agency (EMSA); and the European Border and Coast Guard Agency (Frontex).
Award categories
The Greening Award Initiative has three different categories: Greening Operations; Outreach and Awareness; and Greening at Work.
Greening Operations: this category encompasses operational actions and projects that have led to an improved environmental footprint. Actions and projects that have engaged and involved communities internal and external to the submitting organisation are covered by this category, as are collaborative actions which may involve knowledge transfer inside or outside the organisation.
Outreach and awareness raising: this category showcases the public-facing activities that authorities engaged in Coast Guard Functions and have activated on sustainability themes. Public campaigns, open days, events, etc., are all covered by this category.
Greening at work: this category focuses on the practical application of sustainability in the workplace. It can include individual actions (for example, banning single use plastics, offsetting emissions) or larger-scale projects (for example, Eco-Management and Audit Scheme –EMAS registration for an organisation).

Europos Sąjungos šalių vyriausybės, atsižvelgdamos į būtinybę puoselėti taisyklių laikymosi kultūrą visos Europos žuvininkystės sektoriuje, nutarė įsteigti šią agentūrą vykdydamos 2002 m. reformą. 2005 m. balandžio mėn. jos priėmė tam skirtą teisės aktą – Tarybos reglamentą (EB) Nr. 768/2005. Svarbiausia agentūros užduotis yra organizuoti nacionalinių kontrolės ir tikrinimo veiksmų koordinavimą ir bendradarbiavimą juos vykdant ir taip užtikrinti, kad BŽP taisyklės būtų gerbiamos ir taikomos veiksmingai.
Vykdydama savo veiklą, agentūra prisideda prie vienodų žuvininkystės sąlygų bendroje Europos erdvėje sudarymo, kad visi šio sektoriaus veikėjai laikytųsi Europoje nustatytų įsipareigojimų ir būtų traktuojami vienodai, nepriklausomai nuo jų veiklos srities. The European Fisheries Control Agency has an essential role in the development of training material (including e-learning tools) for fisheries inspectors and Union inspectors, and in the exchange of experience between Member States. Throughout the year, the EFCA organises class room and on-the-spot training courses for officials from EU Member States’ administrations involved in the implementation of the regulation against IUU fishing.
Through these EFCA training events, the principal objectives are to provide guidance on technical issues with regard to the verification of IUU catch certificates, provide a platform for the exchange of experiences and the development of best practices, and establish a network of administrative cooperation and exchange of information among the Member States.

At the request of the Commission, the EFCA provides capacity-building assistance to third countries in relation to the implementation of the IUU regulation and/or in the framework of sustainable fisheries partnership agreements, in particular in the areas of catch certificates validation, inspection methodologies, setting up of a fisheries monitoring centre (FMC), risk assessment procedures, and use of remote control technologies.
EFCA develops training manuals on sea and port inspection in order to support training activities of third countries, particularly those with which the European Union has a sustainable fisheries partnership agreement .
