The Administrative Board is made up of one representative of each Member States and six representatives of the European Commission. The chairperson elected from among the European Commission representatives or the deputy chairperson shall convene and chair the meetings of the Board and determine its agenda. The Administrative Board was constituted at its first meeting held on 1 February 2006. At its second meeting held on 14 June 2006 in Vigo, Spain, the Administrative Board appointed the first Executive Director of the Agency.
The Executive Director and the representative appointed by the Advisory Board take part in the deliberations without the right to vote.

The Advisory Board advises the Executive Director of the Agency and ensures close cooperation with stakeholders. The Advisory Board is composed of representatives of the Advisory Councils, on the basis of one representative designated by each Advisory Council. The meetings of the Advisory Board are chaired by the Executive Director.
A representative of the Advisory Board takes part in the deliberations of the Administrative Board meetings without the right to vote. The Advisory Board representative in the EFCA Administrative Board is appointed in accordance with the yearly rotation system agreed by its members.

The Advisory Councils are embedded in EFCA’s Communication strategy as key partners. They provide the European Commission and EU countries with recommendations on fisheries management matters.

This Call for Expressions of Interest was published in the Official Journal S 143 on 27/07/2016 and the list resulting from this CEI is valid until 16/07/2021.
The European Fisheries Control Agency (EFCA) is a European Union (EU) body established under Regulation (EC) No 768/2005 in order to ensure uniform and effective application of the rules of the Common Fisheries Policy (CFP) by organizing operational coordination of fisheries control and inspection activities by the Member States and to assist them to cooperate. EFCA also assists the EU in its relations with third countries and Regional Fisheries Management Organisations (RFMOs), in accordance with Article 30 of Regulation (EU) No1380/2013 on the CFP which establishes that “The Union shall, including through the European Fisheries Control Agency ("the Agency"), cooperate with third countries and international organisations dealing with fisheries, including Regional Fisheries Management Organisations, to strengthen compliance with measures, especially those to combat IUU fishing, in order to ensure that measures adopted by such international organisations are strictly adhered to.” In this framework, EFCA will need specific external expertise to support its capacity building activities with third countries and RFMOs.
Moreover, on 15 December 2015, the European Commission adopted a legislative proposal for amending the founding regulations of EFCA and of the European Maritime Safety Agency (EMSA) and for the creation of a European Border Guard Agency (ex-Frontex). The purpose of this legislative proposal is reinforcing the EU cooperation on coastguard functions to improve cooperation and coordination between the relevant EU agencies in order to enhance synergies between their respective services. This will allow them to provide more efficient and cost effective multipurpose services to national authorities carrying out coastguard functions. In this framework, EFCA will need specific external expertise to support coastguard functions* at national and/or EU level, and where appropriate at international level by elaborating guidelines, recommendations and best practices with a view to enhancing the exchange of information and cooperation. The related amendment to EFCA's founding regulation was adopted on 6 July 2016.
EFCA invites expressions of interest with a view to drawing up lists of experts to assist in its capacity building activities and cooperation on coastguard functions at EU level.
Natural persons interested are invited to submit an application in accordance with the rules set out in the notice for the purpose specified. EFCA will draw up a list of experts who meet the criteria laid down in sections IV.2 and IV.3 of the notice.

Fields covered by this CEI
Through the establishment of a list of external experts, EFCA aims to cover its needs for expertise that may arise in the framework of its capacity building activities and cooperation on coastguard functions at EU level. This CEI concerns the specific fields as listed in section II.3 of the notice. This table provides an overview of the fields of expertise, expected tasks and specific requirements as mentioned in the notice.
Validity of the list resulting from this CEI
The list resulting from this CEI will be valid until 16/07/2021.

Data Protection Clause
The personal data collected by the EFCA in the applications is processed pursuant to Regulation (EC) No 45/2001 of the European Parliament and the Council on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data. It is processed solely for the purpose of determining the inclusion of the applicant in the CEI list and, subsequently, the possible offer of a contract as an external expert.
Files relating to the selection of applicants including personal data will be retained in the service in charge of the call for expressions of interest concerned until the end of the procedure for which it is submitted, and in the archives for at least five years from the date on which the European Parliament grants discharge for the budgetary year of the closure of the call for expressions of interest. Files relating to unsuccessful applicants will be retained in the service in charge of the call for expressions of interest concerned until the end of the procedure for which it is submitted, and in the archives for 2 years following the closing of the call for expressions of interest. The above limits can be extended until the end of a possible audit if one started before the end of the above periods.
In compliance with the ex post transparency requirement outlined in section VI.2 of the notice, the experts’ names and the subject of the contracts will be published on EFCA’s website no later than 30 June of the year following contract award. Where an expert has concluded a contract of more than €15 000, the name, the locality (region of origin), amount, and subject of the contract will be published. The information will be removed two years after the year of contract award.
The applicant has the right of access to his/her personal data and the right to rectify any such data that is inaccurate or incomplete. Should the applicant have any queries concerning the processing of his/her personal data, these shall be addressed to the Head of Unit Operational Coordination. The applicant has right of recourse at any time to the European Data Protection Supervisor.
EFCA’s calls for expression of interest are a means to set up a list of external experts of natural persons. The external experts will be assigned a particular task relating to the field of the call for expression of interest in question, where that task is to be performed by an external expert.

Rządy państw Unii Europejskiej zgodziły się uwzględnić w reformie z 2002 r. powołanie agencji, która miała popularyzować wdrożenie kultury przestrzegania prawa w sektorze rybołówstwa w Europie. W kwietniu 2005 r. rozporządzeniem Rady (WE) 768/2005 przyjęto konieczne przepisy. Podstawową rolą Agencji jest koordynowanie działań i współpracy pomiędzy krajowymi organami kontrolnymi i inspekcyjnymi w celu przestrzegania i skutecznego wdrażania przepisów w zakresie wspólnej polityki rybołówstwa.
Wartość dodana działalności Agencji polega na jej wkładzie w kreowanie równych szans dla przemysłu rybołówstwa na szczeblu europejskim, tak aby europejskie zobowiązania były przestrzegane przez wszystkich w równym stopniu, a wszystkie podmioty w sektorze były traktowane w równy sposób niezależnie od miejsca działania. Po drugie, działalność Agencji przyczynia się do rozwoju zrównoważonego rybołówstwa poprzez wzmacnianie zgodności z istniejącymi środkami ochrony i zarządzania z korzyścią dla obecnych i przyszłych pokoleń.
Agencja, we współpracy z Europejską Agencją Straży Granicznej i Przybrzeżnej i Europejską Agencją Bezpieczeństwa Morskiego, w ramach swoich mandatów będą wspierać organy krajowe w wykonywaniu funkcji straży przybrzeżnej.

Като част от стремежа да се утвърди култура на спазване на правилата в сектора на рибарството в Европа правителствата на държавите — членки на Европейския съюз, се договориха да създадат Агенцията в рамките на реформата от 2002 г. През април 2005 г. с Регламент (ЕО) № 768/2005 на Съвета те приеха необходимото законодателство. Основната роля на Агенцията е да осъществява координация и сътрудничество между националните дейности за контрол и проверка, за да се спазват и прилагат ефективно правилата на ОПОР.
Добавената стойност от дейността на ЕFCA се изразява в принос за осигуряване на равни възможности за риболовната индустрия в ЕС, с оглед всички да спазват европейските правила и всички в сектора да бъдат третирани еднакво, независимо къде извършват дейност. На второ място, агенцията допринася за устойчиво рибарство, като подобрява спазването на мерките за опазване и управление в полза на настоящите и бъдещите поколения.
В сътрудничество с Европейската агенция за гранична и брегова охрана и с Европейската агенция по морска безопасност, като всяка действа в рамките на своя мандат, ЕFCA подпомага националните органи, изпълняващи функции за брегова охрана.

Az Európai Halászati Ellenőrző Hivatal az Európai Unió ügynöksége. Az ügynökség küldetése a közös halászati politika által előírt ellenőrzésre, vizsgálatra és felügyeletre vonatkozóan a legmagasabb szintű, egységes standardok alkalmazásának ösztönzése. Az EFCA a legmagasabb színvonalat és átláthatóságot kínálva fokozza az érdekelt felek bizalmát és együttműködési kedvét, így biztosítva tevékenységei hatékonyságát.
Az európai halászati szektorban a megfelelőségi kultúra megteremtésére irányuló erőfeszítések részeként az Európai Unió kormányai a 2002. évi reform keretében megállapodást hoztak az ügynökség felállításáról. 2005 áprilisában elfogadták az ehhez szükséges, 768/2005/EK tanácsi rendeletet. Az ügynökség elsődleges feladata a nemzeti ellenőrzési és felügyeleti tevékenységek közötti koordináció és együttműködés megszervezése annak érdekében, hogy a közös halászati politika szabályait tiszteletben tartsák és hatékonyan alkalmazzák.
Az ügynökség munkájának hozzáadott értéke abban áll, hogy hozzájárul az egyenlő versenyfeltételek megteremtéséhez az európai halászati ágazatban, biztosítva, hogy mindenki eleget tegyen uniós kötelezettségeinek, illetve az ágazat minden szereplője egyenlő elbánásban részesüljön, bárhol folytatja is tevékenységét. Másodsorban hozzájárul a fenntartható halászathoz azáltal, hogy ösztönzi az érvényben lévő állományvédelmi és gazdálkodási intézkedések betartását, ami a jelenlegi és jövőbeni generációk javát szolgálja.
Az ügynökség, valamint az Európai Határ- és Partvédelmi Ügynökség és az Európai Tengerbiztonsági Ügynökség (mindegyikük saját megbízatásának keretében eljárva) együttesen támogatják a nemzeti hatóságokat a partvédelmi feladatok ellátásában.
